Cottage and Small Scale Industries

In the first eight months of the fiscal year 2079/80 (2022/23), 287,066 cottage and small industries were registered across the country under the Department of Cottage and Small Industries and the Cottage and Small Industries Development Committee.

In a developing country like Nepal, due to the lack of capital, skilled manpower, transportation, and communication facilities, the possibility of development and promotion of cottage and small industries is better compared to medium and large industries.

Cottage and small industries play a significant role in increasing employment opportunities, making good use of local resources, and improving the living standards of the people. 

(a) Importance of Cottage and Small Industries: 

The importance of cottage and small industries in Nepal can be mentioned as follows:
  1. Easy to establish with low capital investment
  2. Increase employment opportunities
  3. Increase income by utilizing leisure time
  4. Reduce the pressure of population in the agricultural sector and reduce hidden unemployment
  5. Conserve local art, skills, and culture
  6. Expand Nepal's recognition in the international market
  7. Utilize local raw materials
  8. Earn foreign currency
  9. Improve the living standards of the people
  10. Reduce regional imbalances
  11. Increase national income and government revenue.

(b) Problems of Cottage and Small Industries: 

Despite the important place of cottage and small industries in Nepal's economy, these industries are not without problems. 

The major problems faced by cottage and small industries in Nepal are as follows:

  1. Lack of government protection
  2. Inability to use modern technology, knowledge, and skills
  3. Lack of competitive capacity
  4. Scarcity of subsidized credit facilities
  5. Lack of skilled and trained manpower
  6. Small and uncompetitive market
  7. Lack of transportation and communication facilities and publicity.

(c) Solutions to the Problems of Cottage and Small Industries:

Various types of problems exist in the inability to develop and promote cottage and small industries in Nepal. 

The following measures can be adopted to resolve these problems:

  1. Formulating and implementing long-term policies favorable to cottage and small industries, and adopting policies to protect such industries from competition with low-priced goods imported from abroad.
  2. Coordinating the arrangements among various governmental and non-governmental organizations working for the development of cottage and small industries.
  3. Arranging for subsidized loans for cottage and small industries.
  4. Promoting the market for goods produced by cottage and small industries at the national and international levels.
  5. Expanding transportation and communication facilities.
  6. Enhancing the capacity of the manpower working in cottage and small industries, etc.

Medium and Large Scale Industries

An industry with fixed capital of more than ten crore rupees and up to twenty-five crore rupees is called a medium industry, while an industry with fixed capital of more than twenty-five crore rupees is called a large industry. 

This shows that the operation of medium and large industries requires large machinery and equipment, a large number of skilled and semi-skilled manpower, and a large amount of capital investment. Medium and large industries produce goods or services on a large scale. Such industries can be individual, partnership, or joint-stock companies. 

Suitable organization is required for such industries. Since such industries are opened with large investments and production is also high, market competitiveness is necessary.

The necessity of medium and large industries is essential for the economic development of any country. The development of such industries in the country increases employment opportunities on the one hand, and fulfills the need for essential goods and services on the other. 

It also indirectly benefits the development of the agricultural sector. Industries play a significant role in reducing poverty in the country. 

(a) Importance of Medium and Large Industries: 

The importance of medium and large industries in Nepal can be mentioned as follows:

  1. Increase employment opportunities
  2. Develop the agricultural sector through modernization and commercialization in agriculture
  3. Make good use of available natural resources and human resources in the country
  4. Provide a foundation for the economic development of the country
  5. Increase the living standards of the people
  6. Make the country self-reliant in industrial production
  7. Prevent the outflow of the country's capital abroad
  8. Earn foreign currency by increasing import substitution and exports
  9. Make the country self-reliant
  10. Maintain high economic growth rate in the country
  11. Increase government revenue.

(b) Problems of Medium and Large Industries: 

Despite the importance and good potential of medium and large industries in Nepal, their proper development has not been possible. 

The problems seen in the development of these industries, or the problems that these industries have to face, can be summarized in the following points:

  1. Lack of industrial infrastructure (transportation, electricity, drinking water, communication, security, etc.)
  2. Lack of domestic capital investors/entrepreneurs to invest large amounts of capital
  3. Lack of necessary amount of industrial raw materials
  4. Shortage of domestic skilled technical manpower
  5. Lack of a stable government and an investment-friendly environment with peace and security
  6. Landlocked country, open border, and limited market
  7. Unhealthy competition with foreign goods
  8. Lack of adequate capital, modern machinery, equipment, etc.

(c) Solutions to the Problems of Medium and Large Industries: 

The development of the country is not possible without the development of medium and large industries. However, various problems exist in the sector of medium industries. 

The following measures should be adopted to resolve these problems:

  1. Creating an environment conducive to domestic and foreign investment by forming a stable government, ensuring peace and security, and formulating and effectively implementing industry-friendly investment policies without strikes, shutdowns, and blockades.
  2. Developing and expanding industrial zones in an integrated manner by providing basic industrial infrastructure such as land, buildings, roads, electricity, water, drainage, etc., in all seven provinces of the country.
  3. Promoting exports by increasing the production of competitive and quality goods and services while maintaining harmonious labor relations in the industrial sector.
  4. Arranging for the production and easy supply of industrial raw materials.
  5. Increasing hydroelectricity production in Nepal to ensure adequate power supply, as medium and large industries require more energy and have been relying on imported coal and petroleum products.
  6. Developing various types of plans to mobilize domestic capital and attract foreign capital, as sufficient capital is required for the establishment of medium and large industries, and arranging for subsidized loans and other facilities for entrepreneurs.
